Mandamus for AP case more than 6 months

IR1 Marriage Visa at the AP Stage in Ankara (6 months)

In the U.S., the lawyer advised filing a mandamus after 9 months. If we file it earlier, will it have any effect? If the timeline is not followed and we file the mandamus prematurely, will the case be dismissed, requiring us to file again after 9 months? Or will the initial mandamus still proceed?
